"2025 Whistleblowing and Incident Management Benchmark Report"

Whistleblowing statistics and benchmarking data to help you navigate a changing compliance landscape

The success of an ethical and compliant organization hinges on one aspect more than any other – trust. When employees and other reporters trust that they can speak up about misconduct without fear of Retaliation, organizations and their cultures become stronger. Organizational understanding of risk improves. Customer loyalty increases. Regulatory compliance is critical, but a culture in which reporters feel they can “speak up” is immutable.

Whistleblower reports are at an all-time high, with 2.15 million reports analyzed in NAVEX’s latest Whistleblowing & Incident Management Benchmark Report.  The 2025 benchmark report reveals several key themes and notable findings, including:

  • Reports per 100 employees remain at a record 1.57, indicating higher internal reporting activity year over year.
  • Workplace civility concerns are the most reported issue (18% of cases) – with a 46% substantiation rate.
  • Private companies receive more reports than public ones (1.80 vs. 1.10 per 100 employees) and are more likely to substantiate cases (50% vs. 43%).
  • For the first time, this year’s report also examines 144,000 conflict-of-interest (COI) disclosures from NAVEX One Disclosure Manager, offering deeper insights into COI trends.

Download the report to benchmark your compliance program against the world’s largest dataset of internal reporting activity—and uncover ways to improve integrity, mitigate risk, and encourage a culture of speaking up.
